CITY PAYS $22,OOO AQUATIC STUDY

ELSINORE MAGAZINE2 August 25, 2005 EM2 is exasperated over the fact that the City of Lake Elsinore paid $22,000.00 for an aquatic study when the Lake Aquatic Director, Pat Kilroy, should have been the person to perform this study. Mr. Pat Kilroy holds a degree in this area and is already part of the team. What does the city know about the history of Lake Elsinore? 1.) It is a body of water having about 45,000 acre feet of water. 2.) There are property owners who own stretches of land around the perimeter of the lake. 3.) Has about a 9 feet drop just a few yards from a shallow area where 5 persons drowned (2000 2001) in a 6 month period. 4.) The city owns stretches of land in various areas around the perimeter of the lake including the State Park area where concessionaire Jess Watkins managed for over 30 years and never had one drowning. 5.) We know that Mr.Watkins had posted signs denoting the shallower areas from the deep 9 feet drop off. 6.) The lake's deepest point is about 40 feet deep when full and 7 feet or less at it's low point. 7.) Subject to flooding at about 1255 mean sea level. Now, the city knowing all of the above plus, one would think that it stands to reason that the Aquatic Director, Management Staff or a City Councilperson should have been able to determine that signs should be posted in an effort to prevent drowning accidents on our lake. The Aquatic Director and or the City Council could not figure something out as simple as posting signs with a fence and or making Green Belt Areas on city owned properties?

What happned?....Hey folks, someone in city hall came up with the bright idea to oust Mr. Watkins , wrongfully, and use the property as collateral. Thus inabling the city to refinance the stadium for $15 Million Dollars. But instead, followed the advice of our City Attorney and just payed out the millions in wrongful death law suits. Then, the low income housing monies that were supposed to be in the bank, were used on the Stadium, (11 million). Debt of Stadium before..... $22 Million. Debt of Stadium after....$ 38 Million!!! And is Not Going Down !!! Intertest is taking it up, up and away!!!!. These Facts, and the 5 Needlessly Lost Souls happened under the WATCH of now councilpersons Genie Kelley and Robert Bob Schiffner. Former councilpersons Pamela Brimley and Kevin Pape. Obviously, the high priced legal advice of the City Attorney never advised the council to post signs. EM2 agrees with the "Pope", Joy Group, "To get the attorney's out of the way"!!!!! EM2 adds,"Put a council in place who has foresight, is loaded with ability, and full of wisdom and common sense". With these VIRTUES in place, one should have very little need for an attorney. The track record of our present City Attorney has cost the city Millions !!!!, with very little benefit. Actullay when all is said and done there are more problems than benefit !!! Look for yourself: a.) Advice that ALMOST ALWAYS costs the city. b.) Has there been any real productivity from this attorney?? c.) MISUSE of Public funds, all kinds of wrong ways!!! d.) ALWAYS appears to be BOND ISSUE PROBLEMS UNRESOLVED. e.) ON GOING LAW SUITES or potential law suites POPPING UP ALL OVER THE PLACE, ALL THE TIME! f.) Check the agendas twice a month, and you will at least see one or more "Significant Exposure to Litigation" during "Closed Session Meetings"!!!! With the now famous phrase, and I quote "NO REPORTABLE ACTION"!!! Yet the attorney in question is charging our city $7,000.00/month retainer fees plus $150.00/Hr. legal fees!!! DAMMN!!!! 2004-2005 Grand Jury Recommendation; 1.) That the city council, city manager and city director of planning initiate an independent audit of all the monetary charges for fiscal year 2003- 2004 submitted to city by the city attorney. 2.) An attorney for the city should be hired at a nominal yearly rate.
Guess what folks!! According to the latest weekly update, the city is
considering establishing a committee to look into the monetary charges of the City Attorney, with the City Attorney also on the committee!
That is like asking the FOX to watch the HEN HOUSE and guard the chickens so no other FOXES................EAT THE CHICKENS. Is this what they call an independant audit????? Are you people at City Hall that STUPID, or do you think the CITIZENS ARE !!!!!!
