The ratepayers should take time to audit EVMWD finances. At its Board Meeting Thursday the Board voted to increase the rates by a $20 per month increase a 4-1 vote. This is the highest increase in EVMWD history. red flags! red flags! Excusing the increase on increased electricity, potable water and treatment supplies. EM2 sees that as a poor excuse giving the fact that not much over a year ago the District installed solar powering panels to run most of the Districts facilities. This was to save the district much money. What makes this rate increase so suspicious is that they threw electricity in it. Many already see the Board as liars and crooks they tend to stop at nothing they sit before the public telling them anything. Some of the Board members have barked at being called a crook but if one continue to do things that are inappropriate what does it project? EM2 strongly believe Phil Williams is less than kosher. He sits there making comments in favor of promoting the increase but did not vote because he told his Horsethief Canyon constituents he would not raise the rates. What's wrong with that picture is that he is being bias by showing concern for only part of his districts interest. The story goes Williams make all kinds of promises to Horesthief residents that has never came before the Board. It was betrayal because first of all Williams did nothing to prevent the increase he promoted it!!! One has to know that the whole thing was pre planned with Judy G making the motion for the increase and a review in six months. She couldn't possibly understand the districts finances in 5 short months the districts finances are too complex. Now for Mr. LLoyd. Who is Mr. Llyod no one seems to know lately. Mr Lloyd has did the worlds biggest flip flop ever, he promised not to raise rates. Not only did he vote for the increase but sat and voted without any comment as to why he felt the increase were needed. The ratepayers at the least deserved an explation. EM2 vote John LLoyd cowardice of the year adding to that the dummist nenconpoot. He sit there never having anything to say but vote yes on everything the district wants without any discussions on the issues. They must of scared the breathe out of him. It appears he has joined the rest in the daisy chain outside the Board room everything already set in cement when they reach the Boardroom.
EM2 urge the ratepayers to start a committee putting flyers out informing the public of the real truth. One thing EM2 will say they are some cunning, slick, schemers and getting away with it because no one will stop them. As obvious as EVMWD is IT SHOULD BE SO EASY FOR THE RATEPAYERS TO HAVE ONE POST TO RECALL EVERY LAST ONE OF THEM IN EVERY DIVISION.

EM2 has collected documentation on the LEAPS Project. And are attempting to summarize their opinion on the actions/manner EVMWD are spending the Public Funds on the LEAPS Project to Nevada Hydro.
Fact 1- EVMWD have spent more than $2 million dollars of raetpayers/taxpayers public funds. According to documents public funds have been allocated/spent subsidizing Nevada Hydro's income from the public funds without budgeting for such funds from a period beginning about 1993 1997 to present.
FACT2- Nevada Hydro has not paid any of the public funds back as of this date. EVMWD HAVE NOT NOT TAKEN ANY STRONG ACTIONS AGANIST NEVADA HYDRO TO GET THE FUNDS BACK UP TO NOW. They continue to send billings to Nevada Hydro with due dates but EVMWD just keep on trucking, extorting and raping the ratepayers/taxpayers funds to Nevada Hydro which no other income, coming in to Nevada Hydro is found

All above are taken from EVMWD OWN DOCUMENTS.
From reviewing these EVMWD documents it appears that multiple company billings to EVMWD are on the same invoice. Each company should have its own invoice for their records when dealing with other entities. All request for billing breakdown have been ignored, avoided or not given.
Chris Hyland spent her tenure years fighting aganist Funds being paid to Nevada Hydro. Hyland is also the first one to step up to the plate voluntarily to pay back the overpaid Days of Service. The other majority Board Members was forced by an audit they obviously controlled. No releases on what if any they ever paid back the overpaid Days of Service. Even so that majority never approved paying back funds overpaid from 2001 and 2002 and only parts of 03 & 04 Days of Service. Fact, Chris Hyland NEVER took any money that she did not earn!!!
RECEIPE FOR RATEPAYERS
In view of the above documented information EM2 strongly urge EVMWD ratepayers to form a committee. Open their wallets wide, Collect funds collectively, Hire an attorney, outside of Riverside County far away. From all APPEARANCES, a strong Civil Case Exist for holding all the self serving leaders accountable in recouping the Public Funds. There are about 38,000 EVMWD ratepayers, just $25.00 each from a fraction of the 38,000 should raise enough funds to hire the best attorney for the case, to go after the bastards who are extorting and ripping them off. What ever is done must be very,very prudently planned. the ratepayers is dealing with slimmie,slippery, conterfiet, slick self serving, unprofessional leadership. You have the Public Records Act, Freedom of Information Act and the recently Amended State of California constitution Prop 59 by which to obtain documentation.

Who lied on Christine HYLAND?
Information sent to the California Taxpayers Protection Committee from Elsinore Valley Municipal Water District EVMWD's Administration office. Had to have been an insider. Sources are saying that the information of lies aganist Chris Hyland to the Taxpayers Committee were sent by Greg Morrison a staff member of EVMWD at the request of Phil Williams and Kristine Anderson. EM2 urges Chris Hyland to do everything in her power to expose these ungodly people to include Judy Gug lie's lana for playing the ungodly game to get elected at the expense of lying on and put out flyers that depict lies aganist Chris Hyland also potraying her as a witch.
Em2 urges that flyers projecting the truth should be mailed to every registered voter who voted in Division3 exposing what a trouble maker Judy G is calling for a recall on Judy G in no later than six months. A civil lawsuit should be filed against Phil Williams, Kristine Anderson and Ben Wicke for defrauding the ratepayers/taxpayers of Days of Service that were not on the Matrix and all the unauthorized Days of Service they paid to themselves and did not repay back. A strong effort should be made in getting to the bottom of Greg Morrison an the role a Riverside County deputy DA played in leaking Confidential information from Christine Hyland to Directors Phil Williams and Kristine Anderson. The DA that participated in the under handed act should be reported to the lawyers bar in Los Angeles for disbaredment from practicing law. Phil Williams and Kristine Anderson should be sanctioned for participating. America cannot allow any citizen to get away with such acts.

Congratulations to the Treasurers, win defeating, city Attorney Barb. Liebold, mayor Robert Bobby Magee, Ruth Atkins, Genie Kelley, Robert Bob Schiffner and all of those who were on the Election Reform Committee, who were used by Leibold, Magee, Kelley, Schniffner who wants to control the financial gain for self serving reasons.
The VOTERS were prudent in keeping your voice of voting. Never ever give that voice away to any elected official. Especially to those kind of above named, they are not in the best interest of the public.
HAIL!!! to the power and votes who cast Kristine Anderson out. She along with Phil Williams is the biggest culprits. There is more CLEANUP EVMWD to do. EM2 ENCOURAGE keep on cleaning up EVMWD.
EM2 learned that last night at the stadium Kris Anderson made an awful scene in the present of the public. She is taking the lost in panic.
Judy G won?????? No!!, she did not $40,000 and more would buy a PIG to take that SEAT. EM2 by all the lies and mud slinging declare Judy G AS FOREVER BOUGHT. She cannot stand up for what is right even if she wanted to. EM2 predict that Division3 no longer have a REAP. This woman by all indications to EM2 have not a mind of her own, She will be just like Ben Wicke, Phil Williams and Harvey Ryan. A yea sayer!! Two Many VOTERS failed for the lies. SAD, SAD SAD!!!!!!! Chris Hyland have victory. She now hold the documents where as she will be even more effective to the entire EVMWD ratepayers. You did not lose, the end is the bottom line. Go get them Chris!!!!! God Bless.
Ben Wicke hides behind the gates of Canyon Lake where as no one can get to the voters in Canyon Lake to tell them the truth about how he stole the ratepayers public funds under the guise of Days of Service. He only take care of Canyon Lake. Canyon Hills and Tuscany Hills is not his first interest. Canyon Lake where he hides behind the gates is his sole interest. He has made Division1 a source of income behind the gates.
Congratulations to John Lloyd for what EM2 see as more than a victory. The rest of the crooks will attempt to sway you to their way of thinking. Be your own person. A job well done this is one of the happiest days of EM2's life. Em2 have witnessed first hand how radical Kris Anderson behavior is. She sh0wed what we are talking about at the stadium last night.
A suggetion to the CLEANUP EVMWD COMMITTEE. Please keep this committee together thers is still more cleanup EVMWD TO DO. But you need to raise funds get a lawyer as Murrieta did because in order to get down to what needs to be done will indeed take a well experienced lawyer.
EM2 now calls for a drug test to be had on the shortest Nevada Hydro man to confirm whether or not he is using any form of drugs. Em2 along with others who are schooled in the dialtaion of pupils and did notice some very unusaul pupil dilataion in this person. Em2 can say it was not noticed on Rex but the shorter Nevada Hydro guy. This is serious the public should have this conformation.
Councilmen Buckley and Hickman got a second term but they needs to become much stronger in standing up for what is right. One cannot live an upright life by being a weak mealy mouse. EM2 is happy about the support they gave to city Treasurer Peter Weber hope you are more like he is Mr. Weber basicly stood alone in the interest of the public. Hated by city attorney Liebold, Magee, Kelley and schiffner yet he stood his grounds in the interest of the public and WON!!!!

EM2 have heard that votes can be manipulated and changed during the counting process. Whether or not this is true EM2 advise that the committee for Hyland, Pinnow,and Llyod should make an effort to check with the registrar of voters to make certain that the registrar of voters is on the watchout for tamper proof manipulation. Em2, strongly believe that Nevada Hydro, Anderson, Williams, Guglielmana, and supporters, and Wicke WILL STOP AT NOTHING TO WIN. They have not ran a credible campaign on the issues. These people have no strong stand on the issues therefore all they could find is to dig up RADICAL dirt, defame, derrogatory, slander, WRITE OUT OF CONTEXT STORIES, which absolutely have nothing to do with what an official is being elected to the office for and in the best interest of all the voters, NEITHER DOES IT CONCERN THE ONES THAT ARE SEEKING THE OFFICE. THEY ARE ABSOLUTELY UNPRINCIPLED, DUTY LOW DOWN SCUMBAGGS!!!! Obviously they are more interested in controlling the money they wish to pocket. As Wicke, Williams, and Anderson already pocketed, stole, thousands of ratepayers public funds in the name of Days of Service they were not qualified to be paid, AND DID NOT PAY MUCH OF IT BACK!!!
EM2 BELIEVE ANYONE OF THESE PEOPLE IS SUBJECT TO KILL OR HAVE KILLED. LAW ENFORCEMENT IF ANYTHING UNUSUAL HAPPEN EVEN BY SOMEONE OUT OF THE AREA THE LAW SHOULD CHECK IT OUT EVEN THE VEHICLE FROM OCEANSIDE ITS YOUR JOB.

Should the city treasurer be elected or appointed? EM2 recommends a resounding NO to appointing the city Treasurer. The Treasurers office should remain an elected office. Don't be fooled.
The present city Treasurer Peter Weber was elected in 2004. and the voters made a surperb choice of electing this sharp, earnest, watchdog of the city of Lake Elsinore"s Finances. Mr. Weber, have done a great job, in bringing a sound structural and exposing the what was a lack of overseeing the public funds having been spent unappropriately . He is the FIRST Treasurer to stand against the negativity! and corruption! at the city of Lake Elsinore. We are living in a time no doubt where as public officials cannot be, sadly to say, trusted. Watch, dogs are needed outside the realm of the powers that be such, as the city council appointing the treasurer, NO! NO! NO! It is never prudent for the public to leave the judgement and giving more power to public officials without having a voice in voting. The voters should have the right to make the choice on having an elected treasurer.
In, actuality the city Attorney should also be elected. as it stands today councilpersons, mayor Robert Bob Magee, Genie Kelly, Robert Bob Schiffner have been using very bad judgement in keeping the present city attorney on board. This Attorney should have been gone long, long time ago. She is a most incompetent attorney and have cost the taxpayers millions QUIET AS IT IS KEPT. Yet she pocket millions of hefty dollars for doing practically nothing. Further yet the PRESENT city treasurer is doing the job this attorney should be doing and he is only paid a lousy $150.00 per month.
A, plus for councilmen, Thomas Buckley, Daryl Hickman and all the candidates who supports an elected treasurer this is a very wise support from them.
City Attorney Barbara Liebold states at the bottom line of the election guide that an appointed treasurer knows what he/she is doing. not so!!! In view of our present treasurer Mr. Weber's high performance Liebold is attempting to mislead the voters. Don't be fooled by this fasad. it is absolutly false.
The State of California law as it stands today states that a city must elect the treasurer. Voters keep your right to vote by voting no on the question of, should the city treasurer be appointed. A yes vote would, lose your right to have a voting voice on who should become treasurer.
The city attorney Liebold, Councilpersons, Genie Kelly, Robert Schiffner and mayor Robert Magee have a self serving reason why they would like to control who should become treasurer believe it. It is not in the public interest! KEEP YOUR VOTING VOICE ALIVE! THE VOTERS ARE THE BEST JUDGE. SHOULD THE CITY TREASURER BE APPOINTED? VOTE NO!!!! Tuesday November 7, 2006 Polls open 7 am. Question: Why should or should not EVMWD be attempting to build a hydroelectric power plant and power lines?
First answer, Kristine M. Anderson
EM2, have noticed that Kristine Anderson is back tracking . Listen to how she starts her question answer. "EVMWD should not build a hydroelectric power plant and power lines or get into the business".
EM2 must stop here and ask what the hell is Anderson talking about?, EVMWD are already partners with Nevada Hydro of Vista CA., proposing to build a hydroelectric power plant and power lines. Kris Anderson have voted to promote this project known as the Lake Elsinore Advanced Pump Storage Project, LEAPS. Kris Anderson have voted on everything that promote the LEAPS Project including spending the ratepayers/taxpayers public funds, a, whopping $ 2.5 million and going.
EM2 must point out that Kris answer to the Q & A is a pack of lies she and her supporters, majority board members are staunch supporters of LEAPS. It is at the least an attempt to confuse and undermine the VOTERS non other than to get thier votes. She is affiliated with the California Taxpayers Protection Committe who put out the false picture flyer calling Chris Hyland a liar when she is not. Asked Chris to see the verbatim minutes from the May 25, 2006 minutes. It is Kris Anderson's and the majority board who's intentions were to hire Nevada Hydro's public relations Wysocki. After Ms. Hyland and the public out cry on conflict of interest, the board backed off to later hire, The O Rielly group to promote the LEAPS. The O Rielly group instead will be doing PR favoring Ben Wicke and Kris Anderson if the public is not careful in an attempt t0 get them and Judy G elected.
Second answer, John Llyod
" The current EVMWD board will tell you they're not building a hydroelectric plant,"they"re just working with this company."
EM2's opinion is that Mr. Lloyd is absolutley right he hit the nail right on the head in the content of his Q & A letter. We,URGE all VOTERS to read Mr. Llyod answer in full before voting. Third answer, Doug Pinnow
" Based on findings of the Federal Government that were released in Fedruary of this year, the hydroelectric power plant is not economically viable! It's a Boondoggle with a billion dollar price tag! If built taxpayers would be required to dig into their pockets to make the promoters and investors in the power plant rich. They want the Federal Government to guarantee them a hefty 14.5% annual rate of return on thier investment."
EM2 also agree with Mr. Pinnow, he is absolutely right and factual. Mr. Pinnow holds Phd's and is one sharp,sharp professor who have burned the midnight oil in doing his home work. Read his Articles on CLEANUPEVMWD.com. He holds the true facts.
Fourth answer, Judy Guglielana
EM2 believe's that Judy G is blowing a lot of dark smoke. Just for the sole purpose of getting elected. EM2 also do not believe that she wrote her answers. No doubt Judy G had plenty of help from Nevada Hydro, Issa's Group, Anderson, Williams, and supporters, along with developers big bucks to buy the seat for Judy G. these are obviously the wicked people of the four corners, that wants Judy G to win in order to make the hefty 14.5% guarantee annually to happen so that they become rich, while the taxpayers pay from their nose. EM2 will bet that behind the scenes they told her, or wrote lies, to get the seat. NOTICE how Judy G starts her letter: "I am against the Lake Elsinore Advanced Pump Storage Project(LEAPS) as it will serve no benefit to Lake Elsinore citizens."A correct statement, but a false one, coming from Judy G. The point being that Judy first told the public she did not know whether or not she is for or against the LEAPS Project. She and supporters will say or do anything to get elected to push the LEAPS Project. Look at all the lies being put out on Chris Hyland and Judy G is involed with those putting out the lying flyers. What that tells you?, if you go to bed with fleas you get up with fleas. She apparently is a liar and shall not be elected to any public office. The lies against Chris Hyland is not working so now she plays the flip flop game by acting as though she is aganist the LEAPS, when she is for it. the best thing Judy G could do now! is drop out the race she is in over her head. Our experience tells, never ever trust a flip flop, they will flip flop this way and flip flop another way to thier benefit, as the wind change. Again and again.
EM2 RECOMMEND VOTE NO JUDY GUGLIELANA
Fifth answer, Chris Hyland
" I am against the Lake Elsinore Advanced Pump Storage Project(LEAPS), it serves no benefit to Lake Elsinore citizens."
Most of the public know that Chris has been the lone objector to the LEAPS Propject.
Ms. Hyland, as well as Mr. Lloyd, and Mr. Pinnow are all correct in saying that the LEAPS Project is no benefit to the local taxpayers, that it is benefit to San Diego and Old Mexico.
" Construction of unsightly power lines throughout the now beautiful Cleveland National Forest(under the guise of creating a fabulous "energy " source). Property values will be drestroyed, and the beautiful Cleveland mountsain range and skyline will be over shawdowed by giant steel structres, presenting great fire hazards. Children in Butterfield Elementary will suffer when the trenching required for the LEAPS project begin next door possibly presenting serious health issues." Kristine Anderson and Ben Wicke wants you the voters to believe that they are in it to get the very public funds back that they themselves voted to give the public funds to Nevada Hydro to promote the LEAPS Project. Without a viable plan or contract to get the public funds reimbursed. EVMWD would more than likely have to SUE in order to get the funds reimbursed. Again reaching into the till using public funds. They are liar. They are not in the public's best interest. Don't be fooled or confused.

After reading all the letters, EM2 judges the letters from Ms. Hyland, Mr. Lloyd. Mr. Pinnow to be most truthful and factual.

Sixth answer, Ben Wicke
The only thing EM2 can say about Ben Wicke's letter is that he is following on the coat tails of Kristine Anderson following the same strategy. They must of met together. They both project a 20 year lie apparently to mislead and confuse the voters . Wicke two wants to mislead the voters into believing that he have no intentions of building or financing the Leaps Project. The bone truth is that Wicke along with Anderson have already approved public funds to support LEAPS, again without any viable contract in getting the public funds reimbursed. They are attempting to mislead the VOTERS.

Kristine Anderson, now holds the post in Division 5. Where would you like to start? A reporter for EM2 witnessed the actions and behavior of Kristine Anderson at several EVMWD meetings to wit, Anderson displayed egregious behavior, snapping arrogantly at public persons in the audience when addressing them. This woman appears to have no regard or respect for what the public wishes or concerns are, especially when the concerns are different from hers and or the Board. The public can talk until they are blue in the face about public issues, when addressing Ms. Anderson, and it seems like words go in one ear and out the other, like teflon, nothing seems to take hold or stick. Her actions are unmoved as to look down on the public without any explanation on why their concerns are ignored. As if she has the world in a jug and the stopper in her hand. EM2's opinion, Kristine Anderson should be removed from public eye and is not fit for public office. Anderson also continues to violate the Ralph M. Brown Act, the open Meeting Law by continually having meetings under the name Ad Hoc, which are meetings for a temporary committee, not to last longer than one year. For instance, the LEAPS Project. Ms. Anderson along with majority Board Members have kept the name Ad Hoc on this project committee for approximately 10 years while paying themselves for every meeting. Otherwise known as PUT THE MONEY THAT BELONGS TO THE PUBLIC IN THEIR POCKET. Oh by the way, these meetings are never open to the public. There are limitations on how long Ad Hoc Meetings can be held, especially if the meetings between a public agency and a private corporation as EVMWD a public agency are partners with Nevada Hydro a Private Corpration on the LEAPS Project. These meetings haft to be held, by law, in accordance with the Brown Act. The MEETINGS should be deemed as Standing Committee meetings or other. Just recently she Anderson, was on the elevator with public persons wishing to attend a meeting between the city, and EVMWD officials. Out of the blue, Ms. Anderson asked Linda Ridenour, "where are you going?" Mrs. Ridenour replied," to the meeting." Anderson stated to her," you cannot attend that meeting." Mrs. Ridenour had already received the okay from city mayor, Robert Bob Magee, who understood it was the right thing to do. Ridenour and others was allowed to be in attendance thanks to the mayor.
Instead of re-electing Kristine Anderson, she and that obviously crooked majority Board need to be replaced. Also that entire bunch of crooks should be investigated to see how much of the publics hard earned tax money has actually been spent on the LEAPS Project meetings starting with the Days Of Service from periods 2001 to present. Anderson, Williams and Wicke paid themselves gross Days Of Service pay they were not qualified to be paid for by the very policy they approved. Request to see documents on Days Of Service on the so called watered down, independent audit on Days Of Service 2006 and the Board policy from 2001 to December 2005, under the public records Act. A serious investigation is needed to uncover the true reason for the money push on the LEAPS Project. God only knows where else the investigation will lead. Quiet as it is kept, this woman, Kris Anderson, is unfit for any public office. She needs an injuction put on her lip and a strong, straight up post of truth to lean on instead of the strong crooked posts!!!!!!!!
John Lloyd, a highly qualified candidate is running aganist Anderson. EM2 has learned that Mr. LLoyd is a very nice person and is well liked in his community. This is a man who works hard at all endeavors he takes on. He is responsible, in part, for a park in the Wildomar area. Mr.LLOYD is known as highly business, honest, ethical and is in possession of virtues needed by EVMWD. Mr. LLoyd, also opposes THE LEAPS Project as well as candidate Douglas Pinnow along with Re- Elect Christine Hyland understands clearly that the LEAPS Project, that most Elsinorians and the community oppose, will never be of any benefit to the RATEPAYERS/TAXPAYERS. Yet it is the local RATEPAYERS/TAXPAYERS who supply the needed PUBLIC FUNDS that are being SPENT. TO date OVER $2 MILLIONS DOLLARS. According to reports, other states and countries, such as Canada, could benefit from what the local public funds are subsidizing on the LEAPS Project for Nevada Hydro. Who by the way stands to MAKE MILLIONS. Your votes will C L E A N U P EVMWD NOW.
EM2 does not always promote slate campaigns, but highly recommend the threesome slate of, JOHN LLOYD - DIVISION 5, DOUGLAS PINNOW -DIVISION 1 and CHRISTINE HYLAND- DIVISION3. MAKE THE TRUTH BE KOWN TO ALL FOR A BETTER EVMWD . EM2 believes the rest of the Majority Board members are HIGHLY UNETHICAL and LOWER THAN A SNAKES BELLEY. THESE MONEY GRABBERS HAVE A BAD HABIT OF FORMING STATE COMMITTES TO HIDE BEHIND AND DISTRIBUTE OUT OF AREA INFLAMATORY FLYERS FILLED WITH LIES TO HELP THEIR CAMPAIGN SO THAT THEY CAN THROW DIRT. 3 EVMWD seats are up for grabs. Division 1, Ben Wicke, Division 3 Christine Hyland, Division 5 Kristine Anderson. All are the incumbents.
Each division has candidates running aganist them. Division 1, Douglas Pinnow Tuscany Hills a very strong candidate aganist Ben Wicke. Mr Pinnow hold Phd. degrees, is highly educated, intelligent, honest and ethical. Also is aganist the LEAPS Project as most Elsinorians are aganist the LEAPS Project. Mr. Pinnow is a much more qualified candidate than the incumbent, Ben Wicke. EM2 go with the majority residents in the recommendation of Douglas Pinnow for Director Division 1.
Division 3 Judy Gugliemana is running aganist Christine Hyland. EM2 is mystified as to what really prompted Guglielmana to attempt to run aganist Christine Hyland this candidate is an amateur she states she does not know whether or not she is for or aganist the LEAPS Project. The project have been around ten years or more. FERC ISSUED an Evironmental Impact Statement EMS on the project, and held a public meeting April 5, 2006 which Guglielmana was not in attendance. Someone should ask if she has ever read the EMS. Another question begs why Judy is running? She is often seen in public and at meetings with Darrell Issa's aide Phil Paule. Darrell Issa promotes the LEAPS Project and is a senator in Washington DC has a local office in Vista CA. as do Nevada Hydro a partner to EVMWD on LEAPS. But why is Issa's Aide practically babysitting Guglielmana? Issa neither his aide live's in Lake Elsinore, yet his aide is acting like they have a monetary vested interest in LEAPS. Could this be another Cunningham venture? Residents should get a copy of a story written by The Times Mirror Company; Los Angeles Times 1998. On Issa, and how he took over a company he holds by pulling the rug out from under his partner. Another question that begs to be answered is that how much money Issa and company have contributed to Guglielmana's Campaign fund. When Phil Williams and Harvey Ryan were running for office in accordance with who they talked to, they also contended that they did not know if they were for or aganist the LEAPS Project. Yet both of them lost no time jumping on the ban wagon with Wicke and Anderson favoring the LEAPS Project like glue. Guglielmana is following the same campaign trend. Apparently her honesty should be in question among residents of Lake Elsinore. EM2 PREDICTS that Judy Guglielmana will jump in favor of the LEAPS Project as soon as possible if elected. EM2 believes that Guglielmana has been selected by Williams,Anderson and possibly by Wicke and Ryan, backed by Issa's Group. We donot believe that she is being up front with the public. Not only that, she is an amateur. EM2 Recommends Christine Hyland, Division 3, who has maintained honesty consistently. The fight in favor of what her constiuents want and for the overall good of the public. Inspite of attempts to distort, bash and twist her intentions by using her words out of context by her colleagues.She has four years of experience and honesty as director of Division 3. Miss Hyland has always kept up with important issues.
WOW!!!!! JUST IN!!!!! EM2 has just received a fax flyer stating that Christine Hyland is Lying to you the voter. The flyer states that she voted to use public funds in the amount of $7500 per month for a public relations campaign to promote the LEAPS Project. Then the flyer states "Does she think we are stupid?"Well, these people that support and put out this flyer must be stupdid!!!!!!!!!!! What Christine Hyland actually voted for was a pros and cons public relations service to the public on the LEAPS Project so that all people would find out the truth as to what a BOONDOOGLE and RIP OFF the LEAPS Project really is! Once again words of truth have been twisted so that certain backers of the LEAPS Project who will try to push this project forward at any cost including the destruction and defaming of a public servant who has always stood for the best interest of the public, Chris Hyland! How does EM2 know about Chris Hyland's vote? EM2 WAS PRESENT AT THAT MEETING!! The persons backing the LEAPS Project have just made a liableous move of extreme desperation! With all the millions of dollars these so called public servants and backers are looking forward to putting in their pockets, we at EM2 know that people have been killed for less than this. Therefore, EM2 makes an urgent appeal for an investigation as to why there have been hundreds of meetings at public expense on the on the LEAPS Project, (millions of dollars wasted), for 10 YEARS!!!!!! Also we urgently request that law enforcement keep a discrete watch on Miss Hyland, please. Now, who do you think is lying and who do you think should be sued for defamation of character? Guess what? the flyer just happens to come from a place called Elverta, CA. and is sponsored by The California Taxpayers Protection Committee. Does anyone think this is out of jurisdiction? How come the persons who ARE calling Christine Hyland a lyer, don't just step forward and do so, if their facts and truth are so good? Instead of having a flyer sent from Elverta, CA. ANOTHER SMOKE SCREEN POSSIBLY????? Next, story on Division 5.

REVISED CRITICISM OF HARRIS TESTIMONY

EVMWD'S letter to FERC of April 24, 2006, signed by Ronald E. Young, General Manager, to Magalie R. Salas, Secretary of FERC, requested that Attachment A be incorporated into the record for the LEAPS Project.
Attachment A is a 17 page testimony by Matthew P. Harris, who was retained by Nevada Hydro to make a favorable economical case for the LEAPS Project. It is unclear why Mr. Young chose to endorse the testimony of Nevada Hydro's " hired gun" to represent alternative viewpoints, as will be discussed below.
This raises two significant questions that should be answered by EVMWD's Board of Directors:
1. On what basis was Matthew P. Harris selected by EVMWD to speak on behalf of the
District in the LEAPS matter?
2. Who in EVMWD is in a positionto independently validate Harris's conclusion?
If there is no one, were other expert opinions sought and considered before
EVMWD decided to endorse Harris's?
HARRIS'S LIMITED QUALIFICATIONS AND CREDIBILITY
Before providing critical comments on Harris's testimony, it is of interest to note that his resume, which was included at the end of Attachment A, indicates that he has a single college degree, a B.S. In Mechanical Engineering. This is rather removed from the field of electrical power engineering. It is also noteworthy that he indicates that he is a Licensed Professional Engineer in the State of Nevada. A check with the Nevada State Licensing Board indicates that Harris's license is limited to mechanical engineering. Nevada also licenses electrical engineers. But Harris does not have a license in this discipline.
These meager credentials that are limited to mechanical engineering should have raised some cautionary flags at EVMWD. The same is true for a ridiculous statment Harris makes on page 9 of his testimony:(see EVMWD report dated April 24, 2006).
There are additional reliability benefits associated withthe TE/VS Tranmission project [ the LEAPS transmission line] given the project is actually scheduled to be in-service by January 2007.
It is simply impossiple to have the TE/VS transmission line up and running so soon. One wonders what Harris may have been smoking when he gave his testimony and what the members of the EVMWD's Board of Directors who supported this testimony were thinking when they decided to request that FERC incorporate it into the record.
COMMENTS ON HARRIS'S TESTIMONY:
The objective of Harris's testimony is to show that FERC overlooked three major economic benefits associated with the LEAPS Project when preparing the draft Environmental Impact Statement (EIS). Further, if these three factors had been included, the Net Annual Benefit of the LEAPS Project would exceed the benefit associated with the "No Action" alternative (that was favored in the draft EIS by $112 million per year).
In his testimony, Harris attempts to make a case that the following three items were overlooked by FERC:
1. The tranmission line associated with the LEAPS project would provide an "RMR" annual benefit of $114 million to the ratepayers inSan Diego. ( The "RMR" factor will explained and discussed below.)
2. The actual annual benefit from the operation of the hydroelectric power plant associated with LEAPS would be $55 million rather than the $17 million calculated by FERC in the draft EIS.
3. The value of " Ancillary Services" provided by the LEAPS Project would add an additional $9 milliom in annual benefits.
Harris adds up these three benefits on page 7 of Attachment A to a total annual benefit of $178 million. Since this exceeds the $112 million advantage of the " No Action" alternative in the draft EIS, one would be led to conclude that the LEAPS Project does make economic sense - provided that Harris's testimony is sound.
However, his testimony is far from being sound. In fact, it is much closer to a "smoke and mirrors" desperation attempt to justify LEAPS.
The following is a discussion of each of his three factors:
1. An "RMR" Annual Benefit of $ 114 Million was Overlooked
Harris fails to define what an "RMR" is in his testimony, perhaps in hopes that he might be able to slide this factor by casual reviewers. It is the acronyn for Reliability Must Run. This factor pertains to power generation and not to power transmission that LEAPS offers.
Specifically, ratepayers in a region such as San Diego, must pay for back-up generation capacity that this is available 24 hours per day- 7 days a week in order to avoid black-outs in the event of certain equipment failures. This reliable back-up generationpower must run if needed! ( Note: a hydroelectric pump/storage facility like LEAPS can't quality as a 24/7 RMR generation source.)
If the supply ( avaliability) of RMR back-up power is short, the cost can be high. That's presently the case for San Diego.. One way to mitigate the high cost would be to build extra RMR capacity within San Diego. Another way would be to construct new tranmission lines that would deliver power from remote generation sources.
San Diego Gas & Electric has chosen to take the latter approach. They have recently made a proposal to the California Public Utilities Commission to construct a new 120- mile transmission line, known as the Sunrise Powerlink Transmission Project, to deliver 1,000MWatts of power to San Diego from Imperial Valley (to the east). The remote sources for power will include the nations largest solar energy generation facility working in combination with wind geothermal, and conventional power facilities.
What Harris neglects to say in his testimony is that if Sunrise Powerlink Transmission Project is built, It will negate the entire $114 million RMR annual benefit that he touts for LEAPS.
Futhre, he fails to identify the source for the RMR generated power that would be transmitted to San Diego by the LEAPS Project if the Sunrise Powerlink were not built. Remember, LEAPS is not qualified as an RMR source, it merely connects the Southern California Edision System (on the North). to San Diego Gas & Electric (on the South ) And Edison does not have an overabundance of power and is not keen on sharing it with San Diego.
Thus with or without the Sunrise Powerlink Transmission Project, the $114 million annual RMR benefit Harris ascribes to LEAPS is elusive. Futher, it should be noted his $114 million per year RMR number is much less in the near term. Harris admits in his testimony that this benefit is protected to be only $53 million in 2010 and $91 million in 2016. However, he argues that it could be as high as $114 million per year when averaged over a projected 40- year useful life of the LEAPS Project (2010 through 2049).
Quite frankly, such long-range projections are often far from the mark due to unanticipated factors that tend to dominate in the long term. For example, if most Californians choose to build rooftop solar power generators over the next 40 years, there would be no need for RMR generation. In this case, the annual benefit of any RMR source, either local or connected by a tranmission line would be zero.
In summary, it is presumptious for EVMWD to assume that their LEAPS Project is a better than the San Diego Gas & Electric's Sunrise Powerlink Transmission Project. Futher, only the Sunrise Powerlink has identified the source of RMR power generation. In view of this and other uncertainties in the long term, it is extraordinarily misleading to credit the LEAPS Project with a $114 million annual RMR benefit as EVMWD has done by endorsing Harris's testimony.
2. The Annual Operation Benefit for LEAPS will be $55 million rather than $17 Million as Projected by FERC in the draft EIS.
There is no mystery as to why Harris projects a greater operation benefit for LEAPS. He assumes (1) that the plant will work longer hours than FERC did, (2) the cost for electricity to pump the water up the mountain during the night is cheaper than FERC projects, and (3) that the price the plant can sell electricity during the day is higher than FERC Projects. The real mystery here is how Harris can justify his assumptions.
Harris's testimony implicitly assumes that the LEAPS hydroelectric pump/storage plant will produce about 5% more electrical power annually 1,638 GWatt-hours) than the amount that the co-applicants EVMWD and Nevada Hydro) advised FERC in their most recent filing (1,560 GWatt-hours). However, Harris provides absolutely no justification for his inflated assumption.
Harris also assumes that the plant can purchase electricity at night for $34.50 per Mwatt-hour and can resell it at $75.20 per MWatt-hour in the daytime. This is in variance with the values assumed by FERC of $40.00 and $63.42, respectively, in the draft EIS. Here again, Harris provides no justification for why his assumptions are more favorable than FERC's.
However, he does say that his calculation of the $55 million benefit, using a computer model known as PROMOD.
was based on a simulation of the LEAPS project based on historically-reported prices from CAISO using SP15 Real-time Average Hourly Energy Prices.
Since no futher details were provided buy Harris in his tetimony, one can only guess why his computer model may have given results at variance with those provided by FERC in the draft EIS. However, before offering any guesses, it should be mentioned that FERC' analysis was well documented even to the extent that it was mentioned in the draft EIS (Section 4.3) that:
our {FERC'S} analysis may be SLIGHTLY OPTIMISTIC since several holidays throughtout the year are classified as off-peak periods. Additionally, it may take up to an hour to switch from the turbing cycle to the pumping cycle. We have not included that level of refinement in our analysis.
So, FERC's slightly optimistic estimate of the operational benefit was $17 MILLION vs. Harris's $55 million. One might guess that part of the difference that caused Harris's number to be inflated was that power shortages during peak daylight hours of the historic reporting period he used were exacerbated due to the unavailability of a major buyer/seller of electricity like the LEAPS plant. Elementary economics of supply and demand would suggest that the presence of a large buyer/seller would tend to level the price differential between day and night rates.
Another factor that one might guess would inflate Harris's $55 million number relates to a basic problem with all simulation analyses of the type he performed. San Diego Gas & Electric pointed out this problem in their comments to FERC by saying that even FERC'S $17 million number was probably inflated:
The FEIS { final EIS} should acknowledge that a simulation of the Proposed Project's capability over any period of time will likely overstate benefits because such simulations generally have perfect foresight; i.e., the simulation model knows what the future market clearing prices for energy will be {and thereby avoids the inefficiencies that are inevitable when pumps/storage plant operators make the necessary advance decisions as to when to pump and when to generate power}.
In view of the care that FERC gave to calculating the annual operational benefit for LEAPS that was reported in the draft- EIS and San Diego Gas & Electric's concern that even this number might be too high, the burden should be on Harris to demonstrate why his much higher number should be preferred. He did not do that! Further, EVMWD simply endorsed Harri's approach without recognizing or even mentioning that it was in substantial varance with FERC'S number.
In view of this, Harris's $55 million annual operational benefit is not credible.
3. Annual Benfit for Ancillary Services of $9 Million.
Harris attempts to justify this $9 million annual benefit for ancillary services provided by LEAPS by stating:
A conclusion from one of the more in-depth studies conducted in the WECC region found that there is an expectation that costs associated with wind intergration will add as much as a $5.50 per MWh to the costs of wind resources.
Then, with no further justification he assumes a 36% capacity factor for wind resources (probably relistic) and 500 MW wind output (probably " off the wall " as it relates to LEAPS' sphere of influence). He then calculates that under these assumptions there would be an $8.7 million annual benefit associated with LEAPS ancillary services. Finally, he rounds this numbers up to $9 million.
Harris's analysis should be critized on several major points.
While he recognizes that "wind intergration will add as much as $5.50 in his calculation of ancillary benefits. Further, he provides no justification that a hydroelectric pump/storage plant like LEAPS could mitigate any part or all of this integration cost. ( This is a complex issue with no simple resolution.) Finally, as stated above, the assumption that 500 MW of wind output would be in LEAPS' sphere of influence is simply off the wall. If there is any justification for it, it is Harris's obligation to present the supporting evidence. Lacking that evidence, the $9 million may be assumed to be similary " off the wall", and it should be ignored in any estimates of the annual benefits ascribed to the LEAPS Project.
Here again, EVMWD should bear the responsibility of supporting this sloppy analysis and promoting it to FERC as justification for the LEAPS Project.
SUMMARY
None of the three annual economic benefits that Harris identified in his testimony as being overlooked by FERC stands up to scrutiny. This renders his entire testimony incredible and calls into question the judgement of EVMWD for promoting Harris's unsuported views.
Elsinore Magazine (EM2) concludes by Mr. Pinnow's well done comments, LEAPS would be an ERRONIOUS SCAM PROJECT wasting ratepayers public funds. Pinnows comments indicates that the LEAPS Project is OBSOBLETE, NON-PRODUCTIVE, the use of power towers is stoneage /horse and buggy days. And that a LEAPS hydro pump/storage facility like LEAPS can't qualify as a 24/7 RMR generation source and has indicated that San Diego Gas & Electric's planned Project negate the need for LEAPS RMR back up generation source. Which in at least part or all characterize LEAPS as an OBSOLETE ,NON PRODUCTIVE PROJECT. Certainly, no one needs to spend the BILLIONS it would cost to construct LEAPS just to improve the water quality in the Lake (Lake Elsinore ) there are other sources. Areators are presently being used to improve the quality of the lake. EM2 recently attended a study session at EVMWD where as a phase 2 Areation Project Construction-Bid opened April 19, 2006. T o construct two blower buildings, installation of two in-lake areation systems and other necessary equiptment. for water quality improvements. EM2 saw the planned Presentation and it was absolutely ideal. 4 bids were already in and If, not mistaken the EVMWD Board of Directors has already accepted a bidder for the project. LESJWA will be reviewing for additional project funding.
Mr. Pinnow's, well investigated comments indicate that San Diego Gas & Electric's chosen approach,Sunrise Powerlink Transmission Project to deliver 1,000 MWatts of power to San Diego from IMPERIAL VALLEY (desert mostly open space) will include the nations largest solar energy generation facility working in combination with wind, geothermal, and conventional power facilities is a far better IDEA than the LEAPS Project.

ELSINORE VALLEY MUNICIPAL WATER DISTRICT STILL SETTING POLICY TO TAKE RATEPAYERS MONEY

ELSINORE MAGAZINE2 April 2,2006 Ratepayers should be aware that although EVMWD is revising their Districts Adminstrative Code 500, they are still leaving loop holes under their policy where as they can get paid legally, illegal. Under section508 of 500 the wording has changed from a MAXIMUM of 2 days to meetings in excess of those allowed in section 507 as follows: ACWA: ACWA JPIA. Under B. OF 508 is added : Two additional meetings as listed in section 508 (a) will be compensated, as long as the maximum compensation does not exceed ten (10) days per calender month. This is a trick policy and has as much contradiction as the present policy as it stands. Go to EVMWD AND COMPARE THE TWO POLICIES. Another trick in the revised policy is meetings relating to LEGAL matters above in the past some Board Members paid themselves for meeting with the District's Attorney John Brown on a one or two member Board meeting with the attorney concerning legal matters The amount paid Directors per Days of Service presently $191.00 per meeting. Board members is allowed under Government Code Assembly Bill 1234 up to 10 meetings per month. this equals to more than $1900.00 per month. Since the majority Board make decisions a one or two member directors should never meet with the attorney on legal mters. All legal matters should be brought before the full Board in open meetings. EM2 opinion this is highway robbery and who pays? The ratepayers. Futher EM2 opinion EVMWD is attempting to pull a fast one in that they appears to save loop holes in their policies, in order to, legally illegaly steal the ratepayers PUPLIC FUNDS. They must not be allowed to get away with this. The majority Board act as though no one can see through what they are up to. But they are very transparent. Ratepayers speak up in opposition of this thievery. EM2 just noticed that under the Directors Matrix for 2006 number 26 on the Matrix is proposed changed from read: Meetings (e.g.;with local elected officials or regarding the public or District matters) has been proposed changed to meetings with public officials regarding public or District matters. If the Board of Directors past all these changes on Wednesday April 5, 2006 at 10 AM ratepayer can be charged $ 191.00 to meet with their Director up to ten meets per month. Basically what this all allows is that any DIRECTOR can meet with anyone in the world and get paid $191.00 per meet of ratepayers PUBLIC FUNDS. ITS an OPEN book. Ratepayers are urged to attend this wednesdays meeting in PROTEST OF THESE CHNGES. or call EVMWD at 951 674 3146 for a vote of protest.

EVMWD LAKE ELSINORE ADVANCED PUMP STORAGE PROJECT LEAPS

ELSINORE MAGAZINE2 March 29, 2006 The Esinore Valley Municipal Water Districts, Lake Elsinore Advanced Pump Storage Project known as LEAPS. A meeting will be held at the Culture Center 183 So. Main St. Wednesday April 5, 2006 at 7:00 pm. Last chance to make your objections heard on how the LEAPS Project will AFFECT your normal way of life. Hosted by the Federal Energy Regulatory Commission ( FERC) To present the Draft Environmental Impact Statement of the Lake Elsinore Advanced Pump Storage Project LEAPS- including a 500k TOWER POWER LINES from Tom's Farms, Horsethief Canyon, Lake Elsinore, the Santa Rosa Plateau and to Camp Pendelton to generate electricty for residents in San Diego and Mexico. EVMWD HAS LACK THE DISCLOSURE OF MANY HAZARDOUS FACTORS . Also they have not disclosed how the dusk will be handled with such a hugh projects. Tranmission lines in around Butterfield Elementary School where kids with upper respiratory problems could have their health damaged more by the dusk. Power lines have been reported to be probable cause of cancer. EVMWD HAS NOT YET ADDRESSED THE PROBABLE CAUSE REPORT ON THE CANCER ISSUE. EM2 emphasize money making should be secondary to ANYONE'S health. All interested persons should write their objections to FERC attention: Magalie R. EVMWD's DAYS OF SERVICE PAID TO BOARD OF DIRECTORS 1

ELSINORE MAGAZINE2 March 14, 2006 When Christine Hyland was finally called upon to review and sign the "Days of Service" paid to the board of Directors monthly for meetings attended by all five Directors. Director Hyland noticed discrepancies and questionables on Director Ben Wicke, Days of Service submitted for pay in January. Hyland then investigated further on other past Days of Service reports submitted by all Directors and brought the report before the Board at the first Boards Study Session in February for discussion. When it was brought to Kristine Anderson's attention that she had been submiting Days of Service for EDC Luncheons, Ms Anderson immediatly ( in a guilty manner) stated I will pay mine back"! This has yet to happen. Then later Chris Hyland investigated even further back on Days of Service to include her own past Days of Service. She found that in 2003 when she was first elected she also had submitted Days of Services she should not have been paid for. Hyland submitted a letter as follows in part "In researching the days of service for year 2003 and 2004 it was over looked what was permissible to submit for payment as Days of Service. In my research of the EDC lunches, Mayors Breakfast, and Chambers Dinner's according to the Matrix and/or policies the Directors should not have been paid. Unfortunately those who were approving Days of Service should have in my opinion removed themselves for payment according to the rules. There should be a policy that Finance should cleary understand what is payable for "Days of Service and what is not. They are writing the checks." Along with the letter, Hyland submitted a check for reimbursement back to EVMWD in the amount of $703.08 that according to POLICY she believed she was not entitled to. And a statement that read let me know if I have over looked other overpayments. In addition Hyland found that she owed another $300 plus and wrote another check for the amount. Later at the second Study Session in February Kris Anderson and President of the Board, Phil Williams, discussed the report Director Chris Hyland submitted on her findings on questionable actions. Instead of allowing each Director to give accounting of the days of service they intented to be payed for EM2 observed that Ms. Anderson would give an accounting for all other directors herself, in a facitious,arrogant and disrespectful manner before the public. According to district's policy section 500 particulary section 507, states that a maximum of 8 days of services monthly for attending Directors meetings on approved Matrix List. Such as regular, special and adjourned meetings, as well as committee meetings, study sessions,Board workshops and retreats. But section 508 specifically identifies meetings that can be compensated for are a maximumof 2 days monthly such as Hydro LEAPS, LESJWA JPA, LESJWA TAC and others. Some Directors have been taking compensation for as many as 4 days monthly on the LEAPS Project. The pay per day stands at $191.00 per each Board Member. Directors Anderson and Williams are appointed by the Board to the LEAPS Committee ( a Standing Committee of continuing subject matter jurisdiction.) A direct Project of EVMWD. At least 4 Directors appear to misconstrue a maximum of 2 days monthly, as being an additional 2 days of compensation monthly. Not so!!!. The issue is yet to be resolved. EM2 takes the opinion that it would be well served to have EVMWD's districts Attorney John Brown give a legal rendering on resolving the issue. It also appears that the LEAPS Project and some other committes may be in violation of the Ralph M. Brown Act, in a failure to note the committee meetings time and place, that having continuing subject matter jurisdiction. Even if any Director wanted to attend some committee meetings as an observer at least Chris Hyland never knows what time or day some committee meetings are being held. Why is this...is there some secrets to hide from one director??? Director Hyland do not allow this Days of Service issue to die without resloution in the best interest of the ratepayers. Pay for Play Award

ELSINORE MAGAZINE 2 February 12, 2006 A rasberry---the "Pay for Play Award"---to the Elsinore Valley Municipal Water District board for a way-too-loose definition of what qualifies as a work day for board members. As outlined Sunday in an article by The Californian's Jose Carvajal, board members can make as much as $1,900.00 a month attending a variety of community functions loosely associated with board business. State Law, which for some reason has different rules for water boards than for schools boards and city councils, permits board members to be paid for up to 10 "WORKDAYS" a month, but largely leaves it up to the individual boards to determine what qualifies. In Elsinores Valley's case, that list includes far more than the customary two board meetings a month and periodic workshops, which are eminently reasonable; it includes such things as chamber of commerce mixers, school dedications and other cerimonial occasions that might take an hour out of a day. A board member is almost always present at City Council meetings, as well, observing from the back of the room, rarely saying anything. And perhaps the most stunning example of largesse: board members charging for meeting with constituants!!! This is an unacceptably generous interpretation of what qualifies as "DISTRICT BUSINESS." Getting paid to attend official board meetings and water related conferences is fine. But if board members are not willing to make a public appearance on behalf of the district or speak to constituants without getting paid, they should not run for office in the first place!!!
