THE HEAVY RAINS ARE HERE NOW WHAT?

You may have heard the eyes of Texas are upon you. Well, EM2 says the heavy rains are upon us in Lake Elsinore Ca. ( The basin) where more than 3,500 acres are in the lake bottom, called and known as a flood plain.
Two developement projects have been proposed. Laing Homes Development has already broke ground and appears to be digging down to fill the floor level housing pads as much as 10 to 17 feet of fill from its present ground level. The city approval in 2004 called for the developement of the golf course be built FIRST! Lumos development project was approved at December 13 2005 city council regular meeting. The mayor of the city of Lake Elsinore, Robert Bob Magee , was quoted in two newspapers, The Press Enterprise and the Californian News ( North County Times), as saying that he trusts what the technical experts are telling him. And that the experts tells him the 1267 floor sea level will sustain a hundred year flood. This is absurd thinking! Just because the project plans allow for fill dirt up to about 18 inches above the 1980 flood peak of 1265.7, does not mean that fill dirt will make this area known as a flood plain, safe. Besides, It is highly unlikely that MOTHER NATURE will pay attention to so called experts and developers!!! It is in EM2 's opinion this is, not at all , a safe bet that ANY levee OR DAM will withstand a 100 year flood. Remember the levee and dams in and around New Orleans??? Does saving lives mean anything to anyone any more over greed. EM2 is wondering if the mayor considered the fact that experts will report what they are paid to report. Liken unto the experts in a courtroom the Defense expert will find something the Defense wants to hear and on the other hand the Prosecutor expert will find something the Prosecutor wants to hear. Absolutly nothing to do with truthfullness. Reach up, pick a title I want to hear and run with it.
EM2 asks has the human mentality ( common sense IQ factor) became lost in the BS for greed? what happened to mother wit and wisdom as it was called back in the day. Chris Hyland, Elsinore Valley Municipal Water District 3rd Dvision, speaks from a point of common sense as quoted in the Californian News " There is going to be a castastrophe because houses should never be built in a flood plain. Know one can predict what mother nature will or will not do"." They can tell me anything but cannot prove to me that it will not flood in the flood plain behind the levee". Thinking as Hyland puts it makes more sense. Former City Councilman, Robert Vermillion, who has been an engineer for many years and retired from General Electric is a master on the knowledge of probable disasters that are predictable in the back basin behind the levee. Mr. Vermillion speaks on the points of at the time of the 1980 flood the population was approximately 3,000 now it is more than 38,000 and that the run off from all the housing development is enormous and will end up in the lake. The Dams and leeves from down stream need to be considered as an apparent diaster factor when considering development in a flood plain.
EM2 have some better ideas for development in the flood plain.
1- Industrial, viable development put Elsinorian's to work closer to home.
2- Develop a Recreational park having golf courses, Equestrian trails, an exotic perhaps fresh water huge Aquarian, a Zoo, an Arcade, a Miniature golf, a Driving range and Water them slides.
