EM2 has collected documentation on the LEAPS Project. And are attempting to summarize their opinion on the actions/manner EVMWD are spending the Public Funds on the LEAPS Project to Nevada Hydro.
Fact 1- EVMWD have spent more than $2 million dollars of raetpayers/taxpayers public funds. According to documents public funds have been allocated/spent subsidizing Nevada Hydro's income from the public funds without budgeting for such funds from a period beginning about 1993 1997 to present.
FACT2- Nevada Hydro has not paid any of the public funds back as of this date. EVMWD HAVE NOT NOT TAKEN ANY STRONG ACTIONS AGANIST NEVADA HYDRO TO GET THE FUNDS BACK UP TO NOW. They continue to send billings to Nevada Hydro with due dates but EVMWD just keep on trucking, extorting and raping the ratepayers/taxpayers funds to Nevada Hydro which no other income, coming in to Nevada Hydro is found

All above are taken from EVMWD OWN DOCUMENTS.
From reviewing these EVMWD documents it appears that multiple company billings to EVMWD are on the same invoice. Each company should have its own invoice for their records when dealing with other entities. All request for billing breakdown have been ignored, avoided or not given.
Chris Hyland spent her tenure years fighting aganist Funds being paid to Nevada Hydro. Hyland is also the first one to step up to the plate voluntarily to pay back the overpaid Days of Service. The other majority Board Members was forced by an audit they obviously controlled. No releases on what if any they ever paid back the overpaid Days of Service. Even so that majority never approved paying back funds overpaid from 2001 and 2002 and only parts of 03 & 04 Days of Service. Fact, Chris Hyland NEVER took any money that she did not earn!!!
RECEIPE FOR RATEPAYERS
In view of the above documented information EM2 strongly urge EVMWD ratepayers to form a committee. Open their wallets wide, Collect funds collectively, Hire an attorney, outside of Riverside County far away. From all APPEARANCES, a strong Civil Case Exist for holding all the self serving leaders accountable in recouping the Public Funds. There are about 38,000 EVMWD ratepayers, just $25.00 each from a fraction of the 38,000 should raise enough funds to hire the best attorney for the case, to go after the bastards who are extorting and ripping them off. What ever is done must be very,very prudently planned. the ratepayers is dealing with slimmie,slippery, conterfiet, slick self serving, unprofessional leadership. You have the Public Records Act, Freedom of Information Act and the recently Amended State of California constitution Prop 59 by which to obtain documentation.

Hyland Rapes Rate Payers on her way out of office…
Hyland recently got back from attending an out of town multi-day water conference called AQUA,
This little trip (approved before she was defeated at the polls) was paid for by the rate payers at the cost of approximately $2,000.00
As an outgoing elected official why did she attend this?
What value will this bring to her constituents?
Did she get paid for "days of service"? Or will she pay the money back as she has asked others to do in the past when there was clearly no way they should receive "day-of-service" pay?
This issue was brought up by Chris herself last year, will she stand by her word and give back the money?
For every meeting a board member attends they receive $192.00/day up to 10 days/month.
Reports are that she became extremely intoxicated at one of the dinners and spilled her wine creating a scene!
Now that’s the Hyland we all know and have come to Love!
The truth is Phil Williams Harvey Kris Anderson Ben Wicke Mr Morris, and the rest of the members are trying to ruin Miss Hylands good name but it wont work.

with chris hyland gone the water board will spend hundreds of thousands of rate payers dollars on attorney fees, they have giving Nevada Hydro millions of rate payers dollars but what benefit have we seen?

wft get it right! Chris Hyland found after reviewing the Days of Service contract that they were being paid for unqualified Days of Service and immediately called for an Independent Audit. Hyland immediately paid back her overpay.

I was at the meeting when the board voted on this trip. Kris Anderson must be to busy to attend these luxurious trips because she voted against it and stated I think only one person should attend. Then her very good friend Phil stated he felt it was extremely important for all the board to attend because he got the idea to use solar power on the roof of EVMWD at a past AQUA convention, What a genious he is he cant even think of an idea like this himself.I think he's lying anyway what does AQUA have to do with the sun.The conference is about water remember you fat head. 20,000 dollars is BULLSHIT THAT SPELLS LUXURY. Chris Hyland should have went along with that arrogant fool Kris Anderson for once she actualy did the right thing. By the way they all stayed at the Disney Land Hotel. Its greedy bull shit for a bunch of assholes. Whats wrong with the comfort inn or the budget motels. Mrs Hyland go on a vacation you never follow through on things so just get a life and have some fun. Chris Hyland is absolutely right about being picked on by the massive crooks. As stated in the todays California News. For thier information EM2 urged Hyland to go to the AQUA CONFERENCE IN THE INTEREST OF THE RATEPAYERS in an effort to protect the ratepayers from being RIPPED off by the massive crooks. and to carry out her elected official duties down to the wire. EM2's feelings were that if Hyland had not gone and knowing from experience what slimmie representives the rest of the board members are and have surley demonstrated that if anyone is not watching will steal or misspend the ratepayers Public Funds. EM2 IS KEEPING IN MIND HOW Directors Phil Williams, Kristine Anderson and Ben Wicke stole thousands of dollars of the ratepayers Public Funds unauthorized in the name of Days of Service from 2001 to early 2006. And the Riverside County District Attorney's office let them of scott free. What disturbs EM2 most is that they claim to be paying some of not all of the stolen funds back under an accounting system where as the funds are deducted from there Days of Service pay check. EM2 does not know what the terms are for the deductions of that which was to be paid back from their checks whether or not it was taken in one lump sum or payment plan. Perhaps the news reporters at the Californian News should find out. Another disturbing factor in the pay back is that it has never been reported whether or not the pay back went back from 2001 to early 2006 or if the three paid back only part of the stolen Public Funds. The ratepayers should get a serious GRIPP on watching how their FUNDS ARE BEING SPENT. The DA'S Office is not going to protect you from public crooks. You will have to do it yourself. EM2 Suspect wtf em3 to be Greg Morrison at the request of Directors President Phil Williams, Kristine Anderson and possibly Harvey Ryan. And by an ananymous letter put out by employees fed up by self serving Directors he is in a conspiracy with a deputy DA discussing confidential information that Chris Hyland were attempting to expose wrong doings at EVMWD Morrision in term were keeping Phil Williams and Kristine Anderson up to speed. Greg Morrision should be fired from working at any public office per EM2's OPINION In the interest of the ratepayers and community EM2 seriously urge the ratepayers to investigate EVMWD REQUESTING DOCUMENTATION THROUGH the Public Records Act. Form a committee to raise funds in an effort to take EVMWD TO COURT TO RE COUP ALL OF THE MISAPPROPRIATION OF PUBLIC FUNDS. You see they are picking on Chris Hyland because they have a need to discredit Hyland and get her out of the way in order to steal and finagle more Public Funds this is the real reason they wanted to keep her away from the AQUA Conference. They could care less about how the ratepayers Public Funds are spent. Ask yourself a question? How is it that they are stealing and misappropriating your funds and at the same time interested in your protection? IMPOSSIBLE. EM2 suspect that they maybe misappropriating public funds through a laundering system of billings. REQUEST ALL OF THE BILLING INVOICES ON HOW ALL OF THE FUNDS FOR LEAPS ARE PAID OUT AND TO WHOM THE PAYEE'S ARE, WITHOUT DELAY.

Chris Hyland should have made sure the board members paid back the money she started the whole thing and never followed through. You shouldn't do something like that and not follow through, it leaves the constituents wondering what happened. chris gets to feel like a big shot while she leaves us all hanging. If Chris got paid 191 to go to the Disneyland Hotel and have fun she is a hypocrite she exposed the greedy scum for getting paid to go to mayor's breakfasts and then she does the same thing. Why are we all supposed to feel so sorry for Chris. EM2 by going in 50 million directions your going to confuse Mrs. Hyland a very great deal. Hey Kris did Harve Phil and Kris pay back the money.
