CITY PAYS $22,OOO AQUATIC STUDY

ELSINORE MAGAZINE2 August 25, 2005 EM2 is exasperated over the fact that the City of Lake Elsinore paid $22,000.00 for an aquatic study when the Lake Aquatic Director, Pat Kilroy, should have been the person to perform this study. Mr. Pat Kilroy holds a degree in this area and is already part of the team. What does the city know about the history of Lake Elsinore? 1.) It is a body of water having about 45,000 acre feet of water. 2.) There are property owners who own stretches of land around the perimeter of the lake. 3.) Has about a 9 feet drop just a few yards from a shallow area where 5 persons drowned (2000 2001) in a 6 month period. 4.) The city owns stretches of land in various areas around the perimeter of the lake including the State Park area where concessionaire Jess Watkins managed for over 30 years and never had one drowning. 5.) We know that Mr.Watkins had posted signs denoting the shallower areas from the deep 9 feet drop off. 6.) The lake's deepest point is about 40 feet deep when full and 7 feet or less at it's low point. 7.) Subject to flooding at about 1255 mean sea level. Now, the city knowing all of the above plus, one would think that it stands to reason that the Aquatic Director, Management Staff or a City Councilperson should have been able to determine that signs should be posted in an effort to prevent drowning accidents on our lake. The Aquatic Director and or the City Council could not figure something out as simple as posting signs with a fence and or making Green Belt Areas on city owned properties?

What happned?....Hey folks, someone in city hall came up with the bright idea to oust Mr. Watkins , wrongfully, and use the property as collateral. Thus inabling the city to refinance the stadium for $15 Million Dollars. But instead, followed the advice of our City Attorney and just payed out the millions in wrongful death law suits. Then, the low income housing monies that were supposed to be in the bank, were used on the Stadium, (11 million). Debt of Stadium before..... $22 Million. Debt of Stadium after....$ 38 Million!!! And is Not Going Down !!! Intertest is taking it up, up and away!!!!. These Facts, and the 5 Needlessly Lost Souls happened under the WATCH of now councilpersons Genie Kelley and Robert Bob Schiffner. Former councilpersons Pamela Brimley and Kevin Pape. Obviously, the high priced legal advice of the City Attorney never advised the council to post signs. EM2 agrees with the "Pope", Joy Group, "To get the attorney's out of the way"!!!!! EM2 adds,"Put a council in place who has foresight, is loaded with ability, and full of wisdom and common sense". With these VIRTUES in place, one should have very little need for an attorney. The track record of our present City Attorney has cost the city Millions !!!!, with very little benefit. Actullay when all is said and done there are more problems than benefit !!! Look for yourself: a.) Advice that ALMOST ALWAYS costs the city. b.) Has there been any real productivity from this attorney?? c.) MISUSE of Public funds, all kinds of wrong ways!!! d.) ALWAYS appears to be BOND ISSUE PROBLEMS UNRESOLVED. e.) ON GOING LAW SUITES or potential law suites POPPING UP ALL OVER THE PLACE, ALL THE TIME! f.) Check the agendas twice a month, and you will at least see one or more "Significant Exposure to Litigation" during "Closed Session Meetings"!!!! With the now famous phrase, and I quote "NO REPORTABLE ACTION"!!! Yet the attorney in question is charging our city $7,000.00/month retainer fees plus $150.00/Hr. legal fees!!! DAMMN!!!! 2004-2005 Grand Jury Recommendation; 1.) That the city council, city manager and city director of planning initiate an independent audit of all the monetary charges for fiscal year 2003- 2004 submitted to city by the city attorney. 2.) An attorney for the city should be hired at a nominal yearly rate.

Guess what folks!! According to the latest weekly update, the city is

considering establishing a committee to look into the monetary charges of the City Attorney, with the City Attorney also on the committee!

That is like asking the FOX to watch the HEN HOUSE and guard the chickens so no other FOXES................EAT THE CHICKENS. Is this what they call an independant audit????? Are you people at City Hall that STUPID, or do you think the CITIZENS ARE !!!!!!

City of Lake Elsinore Demonstrates Corruption

EM2 attended the city of Lake Elsinore's regular council meeting Tuesday August 9 and experienced one of the most apparent demonstrations of Corruption ever. Folks, it was really bad. City treasurer, Peter Weber, in a masterful and clear manner, attempted to explain the problems he is having to the City Council about getting the supporting documents showing that William Kipp (Elsinore 98 LLC) actually paid The 2+ million dollars as he agreed to in the Summerhill bond issue “H” and if , infact, the taxes Mr. Kipp was required to pay have also been paid. The following; Councilwoman Genie Kelley, City Attorney Barbara Leibold, Mayor Robert Magee, Bond counsel Don Hunt, Finance Director Matt Pressey, and city manager Bob Brady,

"suddenly" came down with a skin tone problem when Mr. Peter Weber began to speak. skin tone was flesh color up until that point. There after, every last one of them turned red, like a "WARNING" light had just been switched on. It was noticeable by many in the audience how "red, nervous and uncomfortable" they all appeared to be in their seats. Two of the citizens attending for the first time commented that they had never seen such corruption in their lifetime. And were in awe. City treasurer, Mr. Peter Weber, also highly reccomended to the City Council not to pass agenda item #26. Formation of CFD 2005- 5 Bond Issue (Villages at Wasson Canyon ): and the levy of five other special taxes that have to do with the CENTEX HOME PROJECT, until Bond adviser Rod Gunn (WHERE'S the GUN?? He has been to Switzerland this year...) and Bond counsel Don Hunt produce the necessary documents he needs to find out what happened to a $ 2+ million dollar payment and taxes to be paid by William Kipp also, ( Abbacy Holding Co). Yep, you guessed it, the City Council passed it anyway inspite of the warning by Mr. Peter Weber not to do so !!!! Councilman Daryl Hickman agreed with Mr. Peter Weber while the rest of the council showed no concern about the missing documents nor missing money!!! Although most of them showed discomfort at Mr. Webers update, THE REST TOTALLY IGNORED HIS WARNING !!!!! It appears they could care less about the missing documents/missing money. They were moot.

And as for the HIGH COST to the taxpayers, City Attorney Leiboldly offered no advice nor recommendations on the subject. She appeared scared to death of Mr. Peter Weber’s update. All of which demonstrates that the City Council, Mayor, and city attorney have a genuine feel for corruption.

We have missing money in the million’s which cannot be found !!!! Where it went or whether or not it was ever paid as agreed upon is a huge QUESTION MARK. Supporting documents that should show what happened and or where the missing money was deposited no one seems to be concerned about. Except for the City Treasurer MR. Peter WEBER and Councilman Dayrl Hickman!!! The rest are MOOT. They should be outraged!!!!!

Genie Kelley’s aggressiveness to push the Villages Wasson Canyon Bond Issue for the Centex Homes Development project, was as if she had something to lose if the bond issue did not pass. She was talking fast like a crooked salesperson(or skimmer).

Kelley, Schiffner, and other former councilpersons have always appeared to be shady and inappropriate in their voting practices on how the city’s business is handled!!! EM2 believes that Genie"Dancing for Dollars" Kelley, Bob "Shiftey" Schiffner, Mayor Magoo are involved in supporting crooked underhanded behavior at city hall !!!!! Apparently this is why they never even followed the authoritative recommendations of the County of Riverside Grand Jury(THREE TIMES), nor do they support City Treasurer Mr. Peter Weber in obtaining the necessary supporting documents he needs to bring these problems to a close and the money from Kipp back to the grasp of the city as a whole! They obviously already know all about it. And apparently, using Finance Director, Matt Pressey, Bond advisor, Rod Gunn and Bond counsel, Don Hunt, for the STALLING TACTICS AND COVERUPS!!! (By the way, who fired the Gun, he hasn't been seen lately! Could it be that he has been sent back to Switzlerland to jiggle missing money?). Their only goals are to hurry up and bring the whole bond issue ordeal to a quick close without resolution concerning the missing documents and monies. Also, several attempts have been made to make Mr. Peter Weber look like the bad guy, which I might add is impossible, seeing how Mr. Weber is dealing in TRUTH!!! EM2 further believes that Kelley, Schiffner and Mayor Magee should Be thoroughly investigated. There is something definitely inappropriate going on with these councilpersons and Mayor. And it appears they are allowing all kinds of wrong doing to continue. Obviously something is in it for them. Listen folks: You better get wise Keeping yourselves fully apprised Because the crooks that Got you hooked They’re cooking The books They got Dapper Dan, Sally Ann And their rubber stamp Man All of whom can be the Charlatans.
